Live is a public-private platform open to all those entities involved in sustainable mobility, fundamentally electric vehicles (EV) and natural gas vehicles (CNG), with the sharing aim of developing projects, strategic policies, new business models and creating knowledge network.

LIVE is formed by both public and private societies; those entities interested in the project can join the platform LIVE according to two participation levels: Managing Members and Cooperating Members. LIVE is organized through a Manager Committee, as well as working groups and permanent cross-wise commissions.

This platform has also the prestige of being an entity related to LIVE. This last one hold different public entities, associations and other non-profit organizations tied to the Platform. Currently, the related entities are: Cluster Moto, Business Association for the Promotion and Development of the Electric Vehicle (AEDIVE) Administrative Consultant Association of Catalonia (COGAC) and VOLT- TOUR Association.
LIVE Platform is open to support and offer bonds between projects and companies related to sustainable mobility projects based on electric vehicles and/or natural gas vehicles.

Through The Ministry of Industry , The Catalan Energy Institute (ICAEN) of the Government of Catalonia, The Metropolitan Area of Barcelona and local governments, they are carrying out several incentives in order to promote sustainable mobility, which represent important savings.
There are different typologies of incentives: grants for the acquisition of vehicles, grants for the installation of charging points, free-of-charge tolls, road tax discounts, 0€ parking rate in Green and Blue area, among others.

Catalonia has a well distributed grid of charging stations, regarding Car Natural Gas stations as well as electric charging points. LIVE platform designed the specification of the current electric vehicle card, together with the Energy Agency of Barcelona and the Polytechnic University of Catalonia (UPC). Later on, the majority of public charging managers that operates all over the Catalan territory copied this specification. This card can be used in all municipalities, regardless the emitting source, thanks to the Catalan Institute of Energy (ICAEN).
The electric vehicle card is the electric user ID in Barcelona City. This card offers the possibility to make electric recharges in the street charging points of the public network for 0€.
To recharge the vehicle in the hidden points of the free car parks it’s not necessary to use the card. In the same way there are electric charging points in Catalonia that can be activated directly from a smart phone without the need of any card.
Besides, card users can at 0€ rate in the priority green area (not exclusive) o blue area of the city, according to the time regulation of each zone and as long as the users meet the criteria to obtain the resident green area card.
To apply for the electric vehicle card it’s necessary to send all the documents via the virtual office of Barcelona City Council. Any doubt or incident with the card, it has to be reported to 010-phone line or to the
online Barcelona City Council service.
Barcelona City Council is now the only responsible of the management of these cards, which are no longer called LIVE cards but “Electric vehicle user card of Barcelona”
On the other hand, you can consult the sites of the following Councils to obtain more information about the electric vehicle cards issued by other municipalities (these can have different functionalities regarding Barcelona card): Reus, Girona, Tarragona, Sabadell, etc.
Any vehicle user (motorbike, car, van) 100% electric or hybrids with the option of plugging in with more than a 40 kilometres autonomy, whether or not they are residents in Barcelona.
Nowadays the market already offers efficient vehicles in all modalities: scooters, city cars, private cars, buses etc. Besides, they are expected an increase of the number and models available in the next two years, on which different brands of the car industry plan to make more launches.
The LIVE members offering electric vehicles or natural gas vehicles in their catalogue are: Nissan, VW, Renault, SEAT, BMW, Torrot, CarBus.
The so-called “connected charge” is the most important for the electric vehicle users. According to the state regulations (ITC) BT-52 about “Installations with special purposes. Infrastructure for the electric vehicles charging” is compulsory the installation of a connected point for every 40 parking lot in a new construction building.
Besides, to install a new charging point in a parking owned by the user, it’s necessary to follow the following stages:
– Communicate the suggestion of installing a connected point to the property or parking administrator or to the parking manager.
– The administrator will evaluate if is advisable to do it collectively in all the parking (installation of other points).
– If that is the case, the user will have to wait the administrator or the community to install the rest of the connected points jointly agreed.
– If that is not the case, the user has the implicit right to start the installation of their connected point beyond 30 days following formal communication.

The private users who wish to install a connected point will be able to benefit from the Plan MOVEA subsidy of the Ministry of Industry or from the different electric vehicle manufacturers. Besides, ICAEN has also a subsidy line for private charging points (more information here).
